组播组成员离组后其他组播成员也收不到流量

交换机做业务网关+服务器接入，开启组播pim、igmp、igmp-snoopong。下挂同一网段多个接收者，加入同一个组播组。任意接收者退组时，其它接收者就收不到流量了

设备收到离开报文后，三层igmp发送了特定组查询报文，但是服务器没有回应report报文，导致三层igmp组播组老化。

所以三层组播转发表删除了Vlan-interface 9出接口，导致vlan  9下的其他二层口也无法转发流量。

排查服务器为什么不会回应特定查询组的report报文
